Steve Watkins was born in Lancaster, Pennsylvania in 1945. His love of reading and writing developed at an early age. At 13 he wrote his first short story, "The Flying Saucer," which appeared in the Lancaster Daily Intelligencer. He graduated from the University of Pittsburgh with a degree in Business Administration and went on to earn his law degree from the University of Pittsburgh School of Law, where he was Articles Editor for the Law Review

He has worked as a trial lawyer for thirty years, including nine years as a partner in a San Francisco law firm, where he tried cases in state and federal court. He is currently an associate general counsel at the California Department of Corrections and Rehabilitation (CDCR). He was voted "Best Attorney" by San Francisco Magazine for seven consecutive years.
He is also the founder and chair of the California Innocence Project, which works to exonerate wrongly convicted individuals through DNA testing.
